Hillingdon Council Tax Band Reduction: How to Challenge Your Property's Band
Band Challenge vs Council Tax Reduction
A council tax band reduction and Council Tax Reduction are two completely separate things. CTR is a means-tested discount based on your income. A band reduction changes the valuation band your property sits in, which lowers the base charge before any discounts or reductions are calculated.
Getting your band reduced is permanent — it lowers your bill every year from the effective date. If you also qualify for CTR, the reduction percentage applies to the lower band's charge, making both savings stack.
How Council Tax Bands Work
Every residential property in England was valued by the Valuation Office Agency (VOA) based on what it would have sold for on 1 April 1991. Yes, 1991 — the bands haven't been revalued since. Your property's band reflects its estimated 1991 market value:
| Band | 1991 Value | 2026/27 Hillingdon Charge |
|---|---|---|
| A | Up to £40,000 | £1,363.64 |
| B | £40,001–£52,000 | £1,590.91 |
| C | £52,001–£68,000 | £1,818.19 |
| D | £68,001–£88,000 | £2,045.46 |
| E | £88,001–£120,000 | £2,500.01 |
| F | £120,001–£160,000 | £2,954.55 |
| G | £160,001–£320,000 | £3,409.10 |
| H | Over £320,000 | £4,090.92 |
Moving down one band saves between £227 and £682 per year in Hillingdon, depending on which bands are involved. Band D to Band C saves £227.27. Band G to Band F saves £454.55.
When a Challenge Makes Sense
A band challenge is worth pursuing if similar properties in your street are in a lower band, or if your property has features that should place it below the current band. Common grounds include:
- Neighbouring properties of the same type, age, and size are in a lower band
- Your property has been reduced in size (a room demolished, a garage converted back to storage)
- The original banding contained an error — the VOA assessed it as detached when it's semi-detached, or estimated the wrong number of bedrooms
- Local changes have reduced the property's 1991 value — a new road, commercial development, or flooding risk that didn't exist when the band was set
You can check your band and compare with neighbours on the VOA website. Search by postcode to see every property's band in your area.

The Free Challenge Process
Challenging your band is entirely free through the VOA — you never need to pay a company to do it for you. Firms that offer "no-win, no-fee" band challenges typically take 25–35% plus VAT of any refund, for a process you can do yourself at no cost.
Step 1: Check your band on the VOA website and compare with similar properties nearby.
Step 2: If you believe your band is wrong, submit a challenge to the VOA online through their "Check and challenge your council tax band" service. You'll need to explain why you think the band is incorrect and provide supporting evidence.
Step 3: The VOA reviews your case. They may inspect the property or use comparable sales data. The review can take several months.
Step 4: If the VOA agrees, they change the band and notify Hillingdon Council. The council recalculates your bill, and you get a refund for any overpayment — potentially going back years if the band was wrong from the start.
Important risk: the VOA can also decide your band should be higher. This is rare but possible. If they find the property was undervalued, your bill increases. You can't withdraw a challenge once the VOA has started reviewing it, so make sure your evidence is solid before submitting.
After a Band Reduction
Once your band is reduced, Hillingdon Council issues a revised bill from the effective date. If you also receive Council Tax Reduction, the CTR is recalculated on the new, lower liability. The Band D cap still applies — but if you've moved from Band E to Band D, the cap no longer costs you anything.
If you're considering both a band challenge and a CTR claim, apply for CTR now while the band challenge is processed — Hillingdon's CTR scheme uses the current band for calculations, and any band change will trigger an automatic reassessment.
