Halifax Property Tax Payment Plan and 311: How to Get Help With Your Tax Bill
When the Full Bill Is Too Much at Once
Halifax Regional Municipality sends property tax bills with an interim bill in spring and a final bill in fall. For seniors and low-income homeowners, paying the full amount in one or two lump sums can be difficult on a fixed pension. HRM offers payment arrangements to spread the cost — but the details matter, especially if you are also claiming the provincial Property Tax Rebate for Seniors.
Your Payment Options in HRM
Pre-authorized monthly payments. HRM allows you to set up automatic monthly withdrawals from your bank account. Instead of two large payments, twelve smaller ones come out on the first business day of each month. You apply through HRM's Tax Services office or through 311. There is no interest charge as long as payments stay current.
Tax payment arrangements for arrears. If you have fallen behind, HRM's Tax Services can negotiate a structured payment plan to bring your account current. These arrangements vary case by case — the municipality considers your balance, income, and circumstances. Interest continues to accrue on outstanding balances during the arrangement period.
Pre-authorized payment changes. If you are already on monthly payments and your circumstances change — a spouse passes away, your pension drops, your assessment jumps — call 311 to adjust the arrangement rather than missing a payment.
What Halifax 311 Can and Cannot Do
Dialling 311 from within HRM connects you to the municipality's general service line. For property tax questions, 311 can:
- Confirm your current tax balance and payment status
- Explain your bill's line items (residential rate, fire protection, area rates)
- Transfer you to Tax Services to discuss payment plans or arrears
- Provide information on the Affordable Access Program application
What 311 cannot do is process your provincial Property Tax Rebate for Seniors application. That program is administered by Service Nova Scotia, not HRM. If you ask 311 about the provincial rebate, they will direct you to Access Nova Scotia at 1-800-670-4357.
Similarly, 311 cannot tell you whether you qualify for the Guaranteed Income Supplement that underpins the provincial rebate. GIS eligibility is determined by Service Canada based on your federal income tax return.

The Payment Plan and Provincial Rebate Connection
The provincial Property Tax Rebate for Seniors requires that your municipal property taxes are paid in full for the previous calendar year before you apply. If you owe even a small balance from last year's bill, Service Nova Scotia will not process your rebate application until the balance is cleared.
This is where a payment plan becomes strategic. If you are behind on taxes, getting current through a structured arrangement lets you claim the provincial rebate — up to $800 back — which then helps cover the current year's bill. The key is timing: clear the prior year's balance before the provincial application window opens on July 1.
If clearing the full arrears balance is not realistic, look into the Affordable Access Program first. HRM's tax exemption reduces the amount you owe, and the deferral option lets you postpone a portion of your bill with interest accruing at Prime minus 2%. Once the exemption brings your effective balance down, the remaining amount may be manageable through monthly payments.
Setting Up a Payment Plan
Call 311 or visit an HRM Customer Service Centre in person. Bring or have ready:
- Your property assessment account number (on your tax bill)
- Your most recent tax bill or balance statement
- Proof of income if you are requesting hardship consideration
- Your banking information for pre-authorized withdrawals
HRM's tax office is generally responsive, but expect longer wait times in spring (interim bills) and fall (final bills). Calling in January or February, when volumes are lower, often gets faster service.
The Bigger Picture
A payment plan can help you bring your account current, but it does not by itself satisfy the provincial rebate's tax-payment requirement: the previous year's property taxes must be paid in full before you apply. If you are a senior on the GIS, the Nova Scotia Property Tax Rebate for Seniors guide explains how the provincial rebate, HRM's Affordable Access exemption, and the deferral option work together — so you can layer every program you qualify for and keep more of your pension.
