Free Help with Council Rates in Victoria
National Debt Helpline — 1800 007 007
The National Debt Helpline is the first call if council rates are causing real financial stress. The service is free, confidential and staffed by qualified financial counsellors who understand Victorian rating law. They can help you work out what to ask your council for — whether that is a payment plan, penalty interest waiver or formal hardship deferral. Section 170 of the Local Government Act 1989 authorises councils to defer rates, while Section 171 covers waivers or remissions of rates, charges or interest.
The helpline operates Monday to Friday, and you can also use their web chat if phone calls are difficult. They do not charge anything and they are independent of your council.
Financial Counselling Victoria (FCVic) — 03 9663 2000
FCVic is the peak body for financial counsellors across the state. If you need a face-to-face appointment rather than a phone call, they can route you to a local community financial counsellor in your area — both metropolitan and regional. These counsellors can sit with you, go through your rates notice and other bills, and help you build a case for your council's hardship team.
Community financial counsellors often know the specific policies of local councils in their region, which matters because hardship and deferral policies vary significantly from one municipality to the next.
Seniors Rights Victoria (SRV) — 1300 368 821
Seniors Rights Victoria specialises in legal advice and advocacy for older Victorians. Their scope goes beyond rates — they handle elder financial abuse, housing rights and property disputes — but they are particularly useful when a rates issue involves family members, trusts, or situations where someone else is managing a pensioner's finances.
If a family member has been handling your rates and something has gone wrong — concessions dropped off, arrears accumulated, or a deferral was set up without your full understanding — SRV can help untangle it.

Council on the Ageing Victoria (COTA Vic) — 1300 13 55 13
COTA Vic provides systemic advocacy and general information services for older Victorians. They do not handle individual cases the way SRV or the Debt Helpline do, but their policy resources and concession guidance can help you understand what you are entitled to before you contact your council. They also run awareness campaigns around the annual rates notice cycle and publish updates when concession amounts are indexed.
Other Free Services
Consumer Action Law Centre (CALC) — 1800 467 022. Free legal advice specialising in consumer credit, utility debts and financial hardship laws. Useful if your council has referred rates to a debt collection agency or you have received a letter from a solicitor about unpaid rates.
Victoria Legal Aid — 1300 792 387. Provides free legal information on debt, statutory enforcement and administrative law appeals. If a council's hardship decision feels wrong and the Victorian Ombudsman route is not enough, VLA can advise on next steps.
Translating and Interpreting Service (TIS National) — 131 450. Free telephone interpreting for non-English speaking ratepayers accessing any of the services above or dealing directly with their council.
When Free Help Is Enough and When a Guide Adds Value
The services listed here offer free help, advice or referrals; the kind of support and eligibility can differ by service. If you are in acute financial distress and cannot pay your current rates notice, contact the National Debt Helpline before spending money on anything else.
Where the free services leave a gap is in consolidation. Each one covers its own piece — the Debt Helpline handles your financial position, the council handles your concession application, the water corporation handles its own concession separately, and SRV handles rights issues. Nobody audits all three schemes together or checks whether you missed a retrospective claim from a prior year.
The Pensioner Rates Concession in Victoria guide bridges that gap with a tri-scheme verification audit that checks your council rates, ESVF rebate and water concession against each other, plus worksheets for backdating and annual renewal tracking.
