Free Financial Counselling SA Council Rates
The National Debt Helpline: 1800 007 007
The National Debt Helpline is the first call for any South Australian ratepayer who's struggling to pay council rates. It's free, confidential and staffed by accredited financial counsellors — professionals who are qualified to negotiate directly with your council on your behalf.
Financial counsellors have statutory standing that you don't have as an individual caller. When a counsellor contacts your council's rates department, they can:
- Request a full interest waiver on overdue amounts
- Negotiate formal hardship arrangements under Section 182 of the Local Government Act 1999
- Prepare the income-and-expense documentation that councils require before granting partial rate remission
- Advocate for a payment plan that reflects what you can actually afford, rather than what the council's standard options offer
The helpline operates Monday to Friday. When you call, you'll speak to a counsellor who will assess your overall financial position — not just your rates — and help you prioritise which debts need immediate attention and which can be managed through structured arrangements.
COTA SA (Council on the Ageing)
COTA SA provides policy advocacy and community information for older South Australians, including guidance on navigating council rates, state concessions and housing costs. They run the Aged Care Navigator service and offer community workshops in metropolitan and regional SA.
COTA SA doesn't lodge rate applications or negotiate with councils on your behalf — that's the financial counsellor's role. What they do well is help you understand the system: which concessions exist, which agencies administer them, and how to access the right help. If you're unsure where to start, COTA SA can point you in the right direction.
Contact COTA SA on (08) 8232 0422 or through their website.
Catalyst Foundation
Formerly the Seniors Information Service, the Catalyst Foundation provides independent community information about housing, retirement living and state concessions. They maintain multilingual resources and can help non-English-speaking pensioners understand their rates and concession options.

Legal Services Commission of South Australia
If your rates dispute has escalated to a formal legal matter — a SACAT appeal against a valuation decision, a Section 184 forced sale notice, or a guardianship question involving an enduring power of attorney — the Legal Services Commission provides free legal advice. They can help you understand your rights and, in some cases, provide representation for self-funded retirees and pensioners who meet their means test.
When to Use Free Help vs. Managing It Yourself
For most pensioners, the rates concession system is manageable without a counsellor. You apply through ConcessionsSA for your household concessions (COLC, water, sewerage, ESL), you apply through your council for the seniors rates postponement, and you pay your quarterly instalments. A free counsellor isn't needed for routine concession applications.
Where free help becomes essential:
- You're behind on rates by more than one quarter and penalty interest is accumulating
- Your council has sent a formal demand letter or referred your debt to a collection agency
- You've received a Section 184 notice (intention to sell property for unpaid rates) — this is a legal escalation that requires immediate professional help
- You need hardship remission under Section 182 — most councils require financial counselling documentation before they'll consider remitting any portion of your rates
- Your situation involves multiple debts — rates, water, energy and other bills competing for a limited pension income
In any of these situations, the National Debt Helpline counsellor can see across all your obligations and negotiate a coordinated outcome that a single council call can't achieve.
Getting the Most From the System
The combination of free counselling, state concessions and council hardship policies means that no SA pensioner should face a forced sale over council rates without having access to multiple layers of support first. The challenge is knowing the layers exist and using them in the right order.
Our Council Rates Help for Pensioners in South Australia guide maps out the full support landscape — every concession, every application step, every deadline — so you can claim what you're entitled to before you need crisis help, and know exactly where to turn if things get harder.
