Can You Get Two Council Tax Discounts at Once in Wales

If your household qualifies for more than one form of council tax relief in Wales, you don't necessarily have to pick just one. Several reliefs apply in layers — each reducing the bill further before the next kicks in. But they follow a strict legal sequence, and understanding the order matters because each reduction is calculated on the amount left after the one before it.

The Calculation Sequence

Welsh billing authorities must apply council tax adjustments in this order:

  1. Disabled band reduction — the property charge drops by one valuation band (or uses the 5/9ths formula if you're already in Band A)
  2. Dwelling exemptions — if the property qualifies for a Class Exemption (U, N, X, or others), liability goes to zero and nothing further applies
  3. Statutory discounts and disregards — the 25% single person discount or 50% all-disregarded discount, depending on how many non-disregarded adults remain
  4. Council Tax Reduction (CTR) — the means-tested low-income scheme, applied to whatever remains after the steps above
  5. Discretionary relief under Section 13A(1)(c) — council hardship reductions, applied last

Each step works on the reduced figure from the step before. They genuinely stack.

What Stacks in Practice

Disabled band reduction + single person discount. A wheelchair user living alone in a Band C property gets the band dropped to B first, then a 25% single person discount on the Band B amount. Both apply without any conflict.

Disabled band reduction + single person discount + CTR. If that same person is on a low income, CTR is calculated against the already-reduced bill. In some cases this brings the net payment close to zero.

SMI disregard + carer disregard. If both occupants of a dwelling are disregarded — one with severe mental impairment and the other as an unpaid carer — the property gets a 50% all-disregarded discount. Or, if the only occupant has SMI, a Class U exemption eliminates the bill entirely.

Single person discount + CTR. A pensioner living alone on Pension Credit can claim the 25% discount first, then CTR is calculated on the lower figure. The CTR scheme doesn't require you to give up your single person discount.

What Doesn't Stack

Two percentage discounts. You can't get a 25% single person discount and then a second 25% discount on top. The discount percentage is determined by the number of counted residents — it's a single calculation, not an additive one.

A Class Exemption alongside a discount. If your property qualifies for a Class Exemption (such as Class N for an all-student household), the bill goes to zero. There's nothing left for a discount to reduce. Exemptions and discounts are alternatives in the sequence, not additions.

Two exemptions. If a property appears to meet more than one Class Exemption, its liability is still reduced to zero. The applicable class depends on the residents' circumstances, so give the council evidence for every relevant basis.

A Worked Example

A couple lives in a Band D property in Swansea, charged at £2,000 per year. The husband has dementia and holds an SMI certificate plus an Attendance Allowance award. The wife is the sole carer, providing 40+ hours per week. Here's how the reliefs layer:

The husband is disregarded under the SMI rules. The wife does not qualify for the carer disregard: spouses are excluded even when they provide more than 35 hours of care and live in the same dwelling.

This means the wife is not disregarded. One adult is disregarded (husband), one is counted (wife). The household gets a 25% single person discount: £2,000 × 0.75 = £1,500.

If the couple's income is low enough, CTR can reduce the remaining £1,500 further. And if the property has an extra room or wheelchair space, a disabled band reduction would lower the starting figure before the 25% discount is even applied.

The spousal exclusion on the carer disregard catches many families off guard — it's one reason checking every relief in the correct order matters.

Check Whether You're Missing a Layer

Many households in Wales claim one relief and assume that's all they're entitled to. The layered calculation means a second or third relief can still make a meaningful difference.
