Council Tax Claims Company vs Doing It Yourself: Is It Worth Paying?

A leaflet drops through the door: "We can get your council tax band reduced — no win, no fee." It sounds low-risk. But before you sign, it is worth understanding exactly what these companies do, what they charge, and whether you can do the same thing yourself for nothing.

What Claims Companies Charge

Most council tax claims firms operate on a contingency fee model. You pay nothing upfront, but if the challenge succeeds and your band is reduced, the firm takes a percentage of the backdated refund.

Typical fee structures:

  • 25% plus VAT — which works out to 30% inclusive of VAT (the standard rate). On a £3,000 backdated refund, that is £900 to the firm.
  • Some firms charge 30–40% plus VAT, which on a significant refund can run into four figures.
  • Fee caps vary. Some firms cap at £10,000; others have no cap.

On an average backdated refund of £3,000, a firm at the standard 25%+VAT rate takes £900. On a larger refund — say £7,000 from a compilation error backdated to 1993 — the firm takes £2,100.

What Claims Companies Actually Do

A claims company will:

  1. Check your band against neighbours and run initial comparator searches
  2. Request Property Attribute Data from the VOA
  3. Prepare and submit the challenge paperwork
  4. Handle correspondence with the VOA
  5. Some will represent you at a VTE hearing if it goes to appeal

This is useful if you want someone else to manage the process. But there is an important thing to understand: none of this requires paid help. The VOA's challenge portal on GOV.UK is free. Requesting PAD is free. Submitting a formal proposal is free. Appealing to the VTE is free. A claims company does not have special access, insider contacts, or legal authority that you lack.

What You Can Do Yourself for Free

The entire council tax band challenge process — from checking bands to submitting a formal proposal to appealing at the VTE — is designed for individuals to use without professional help.

You can:

  • Look up your band and neighbours' bands on GOV.UK (free, instant)
  • Request your Property Attribute Data from the VOA (free)
  • Gather comparator evidence and historic sale prices (free, though archive searches may involve small fees)
  • Submit a formal proposal or informal review through the GOV.UK portal (free)
  • Appeal to the VTE if the VOA rejects your proposal (free, no legal representation required)

The process takes time and attention to detail, but the paperwork is not complex. The hardest part is gathering the right comparator evidence — which is the same work a claims company does on your behalf.

When a Claims Company Might Make Sense

Fair to say there are situations where paying a fee is reasonable:

  • You genuinely cannot manage the process — you are dealing with illness, caring responsibilities, or other circumstances that make paperwork impossible.
  • You are challenging on behalf of an elderly or vulnerable relative who cannot do it themselves, and you cannot act as their representative.
  • You have no time and are comfortable with the fee — some people would rather pay 30% than spend the hours.

When a Claims Company Is Poor Value

  • Your challenge is straightforward — identical houses on the same street in a lower band, clear PAD errors, strong comparators. The evidence speaks for itself.
  • The firm cold-called you — legitimate firms exist, but unsolicited doorstep canvassing and cold calls are a red flag. The Financial Conduct Authority has cracked down on aggressive claims management practices.
  • The fee structure is unclear — if the firm is vague about percentages, VAT, or caps, that is a problem. Read the contract before signing.

The Maths

Take a typical scenario: your band drops one level, backdated to 1993, generating a £5,000 refund.

  • DIY route: you keep £5,000. Your cost is your time and perhaps a small fee for historic land registry searches.
  • Claims company at 25%+VAT: you keep £3,500. The firm takes £1,500.

That £1,500 buys you convenience — someone else handles the paperwork. But the process itself is identical. The firm follows the same free VOA portal, uses the same PAD data, and has no more influence over the Listing Officer's decision than you do.

Making the Decision

The official challenge route through the VOA is entirely free, and the process is designed for householders to navigate without professional help. If you are comfortable following a structured process and gathering evidence, doing it yourself saves the fee and keeps the full refund.

Our Challenging Your Council Tax Band guide gives you the same structured approach a claims company follows — comparator worksheets, PAD request templates, VOA submission guidance, and VTE appeal preparation — without the 30% fee.
