Council Tax Appeal Citizens Advice Scotland: What Free Help Is Available

Citizens Advice Scotland (CAS) and its network of local bureaux are one of the first places people turn when they have a council tax problem. For some types of council tax issues, they're exactly the right resource. For band appeals specifically, their help is more limited — and understanding the boundary saves you time.

What Citizens Advice Can Help With

CAS and local bureaux excel at entitlement and billing matters — the side of council tax that's handled by your local council:

  • Council Tax Reduction (CTR): They can help you check eligibility, fill in the application, and challenge a refusal through the council's internal review process and onward to the tribunal using Form D.
  • Single Person Discount: They can advise on who counts as a "disregarded person" for the 25% discount and help you apply.
  • Severe Mental Impairment (SMI) exemption: They can explain the qualifying conditions, help gather medical evidence, and support applications.
  • Disability band reduction: They can help determine eligibility for the one-band reduction for properties adapted for a disabled resident.
  • Debt and enforcement: If you're facing council tax arrears, a summary warrant, or sheriff officer action, CAS can provide vital debt counselling and negotiate with the council on your behalf. This is where specialist help matters most — if you're in arrears, contact them, StepChange, or National Debtline immediately.

The Money Talk Team — a Scottish Government-funded service delivered through Citizens Advice — focuses specifically on income maximisation, helping people claim benefits and entitlements they're missing.

Where CAS Can't Help with Band Appeals

Citizens Advice advisers generally do not:

  • Compile property valuation evidence or research 1991 sales data
  • Analyse whether your band is correct compared to comparable properties
  • Draft formal proposals to the Scottish Assessor
  • Represent you at Local Taxation Chamber hearings on valuation disputes

This isn't a criticism of CAS — it's simply not their area. Band appeals require property valuation knowledge (1991 comparable sales, floor area analysis, banding patterns) that falls outside welfare rights and debt advice expertise.

CAS advisers can explain the general process and point you to the SAA portal, but the substantive work of building a band challenge case is yours to do.

The Two-Track System Explained

The confusion arises because "council tax appeal" covers two fundamentally different types of dispute:

Track 1 — Billing disputes (CAS can help): Discounts, exemptions, reductions, and account liability. These are decisions made by your local council. You challenge them through a written grievance to the council, then escalate to the LTC if needed.

Track 2 — Valuation disputes (CAS generally can't help): Your council tax band is wrong. This is a decision made by the independent Assessor. You challenge it by submitting a formal proposal to the Assessor through saa.gov.uk, then escalate to the LTC if refused.

If your issue is on Track 1, Citizens Advice is an excellent starting point. If your issue is on Track 2 — you want your band changed — you're largely on your own for the technical work.

Other Free Resources for Band Appeals

Scottish Assessors Association (saa.gov.uk): The portal where you check your band, compare neighbours, and submit proposals. It has guidance notes explaining the process, though they're written in statutory language.

Local Taxation Chamber guidance: The First-tier Tribunal publishes procedural notes and the forms you'd need for different types of appeal.

Shelter Scotland: Can help if your council tax situation is connected to a housing problem (facing eviction, difficulty paying because of housing costs).

If You're Challenging Your Band

For a valuation challenge, our Scotland Band Appeal Guide fills the gap that Citizens Advice can't — it covers the Assessor proposal process, standing rules, evidence gathering, and tribunal preparation with practical worksheets. For billing disputes, discounts, or debt, Citizens Advice Scotland remains the best free starting point.
