How to Challenge a Property Valuation in South Australia

Why Your Valuation Matters for Rates

Your council rates in South Australia are calculated from your property's Capital Value — the total value of the land plus all permanent improvements, as determined annually by the Office of the Valuer-General. If the Capital Value is too high, your rates are too high.

The Valuer-General operates independently of your council. Your council sets the "rate in the dollar" for your land-use category (for example, residential at 0.002392), and multiplies it by the Capital Value. The result is your general rate. An inflated valuation inflates everything downstream.

The 60-Day Deadline

You have 60 days from receiving your first rates notice for the financial year from any rating authority to lodge a formal objection with the Office of the Valuer-General. This window opens once per year and it is strict — miss it, and you wait until the next rating year.

The first notice typically arrives in July or August. Count 60 days from when you received that notice, not from when you opened it.

How to Lodge an Objection

By email: Send your objection to [email protected]

By phone: Call 1300 653 346 to discuss the process or request the objection form

By post: Write to the Office of the Valuer-General, GPO Box 1354, Adelaide SA 5001

There is no fee to lodge an objection. This is a free official process.

What Evidence You Need

A bare assertion that your valuation is wrong will not succeed. You need to provide:

  1. A detailed statement of grounds — explain specifically why the Capital Value is incorrect (wrong property attributes, market conditions, comparable sales data)
  2. Comparable sales evidence — recent sales of similar properties in your area showing that your Capital Value exceeds what the market supports

The strongest objections include three to five recent sales of genuinely comparable properties — similar size, age, condition and location — with sale prices that demonstrate overvaluation. Property sales data is available from the South Australian Integrated Land Information System (SAILIS) or through commercial property data providers.

You Still Have to Pay While You Wait

Lodging a valuation objection does not suspend your obligation to pay quarterly rate instalments by their due dates. If the Valuer-General approves a reduction, your council recalculates the rates and refunds or credits the overpayment.

Do not withhold rate payments expecting a favourable outcome — unpaid rates accrue the statutory 2% late payment penalty and interest, regardless of any pending objection.

What Happens If the Objection Succeeds

The Valuer-General issues a revised Capital Value. Your council is then required to recalculate your rates based on the lower value and issue a credit or refund for any overpayment.

The reduction applies to the current rating year only. Future years are reassessed independently.

If You Disagree With the Objection Outcome

If the Valuer-General rejects your objection, you can escalate to the South Australian Civil and Administrative Tribunal (SACAT) for a formal review of the valuation decision. SACAT proceedings carry a filing fee and may require legal representation, though self-representation is permitted.

Before escalating, consider whether the gap between your claimed value and the Valuer-General's value is large enough to justify the time and cost.

Building a Stronger Case

The SA Council Rates Help guide includes a rate notice decoder showing how Capital Value flows into each line item, and a step-by-step framework for assembling comparable sales evidence within the 60-day window.
