Buckinghamshire Council Tax Reduction Transitional Relief: 2026 Scheme Changes Explained

When Buckinghamshire Council scrapped its old means-tested council tax reduction scheme on 1 April 2026 and replaced it with income banding, some claimants saw their weekly award drop overnight. The council anticipated this — its modelling showed roughly 258 working-age households with savings between £6,000 and £16,000 would lose eligibility entirely, and others near band boundaries would see sharp reductions. To cushion the blow, the council built a mandatory three-year transitional relief scheme into the new rules.

Who Gets Transitional Relief

Three conditions must all be true:

  • You were receiving Council Tax Reduction on 31 March 2026, under the old means-tested scheme
  • Your total household capital is at or below £6,000 (the new working-age threshold)
  • Your calculated weekly award under the new income-banded scheme is more than £10.00 per week lower than what you were getting before

If your reduction dropped by £10.00 or less per week, you don't qualify — the council treats that as a manageable adjustment. If it dropped by more than £10.00, transitional relief kicks in automatically. You don't need to apply separately.

How the Relief Is Calculated

The formula has two tiers:

If your weekly loss is between £10.01 and £15.00: transitional relief covers 50% of the amount above £10.00. So if you lost £14.00 per week, the relief is 50% of £4.00 = £2.00.

If your weekly loss exceeds £15.00: relief equals £2.50 (the maximum from the first tier) plus 100% of the loss above £15.00. The practical effect is that your maximum net weekly loss is capped at £12.50 — equivalent to roughly £650 per year.

This isn't a cash payment. The relief appears as an additional credit on your council tax account, reducing what you owe alongside your standard CTR band discount.

The Three-Year Phase-Out

Transitional relief is explicitly temporary:

  • Year 1 (2026/27): 100% of the calculated transitional relief amount
  • Year 2 (2027/28): 50% of the Year 1 amount
  • Year 3 (2028/29): 0% — transitional relief ends completely

By April 2028, every working-age claimant pays under the straight income-banded rules with no cushioning. If your circumstances haven't changed by then, your council tax bill will reflect the full difference between your old award and your new band.

What the 2026/27 Scheme Actually Changed

The transitional relief exists because the new scheme is structurally different in several ways that can reduce awards:

  • Lower capital limit: the old scheme allowed up to £16,000 in savings (with tariff income above £6,000). The new scheme cuts off at £6,000 — no taper, no exceptions
  • Wider income bands: the old system calculated entitlement to the penny. The new system uses broad bands (100%, 75%, 50%, 25%, 0%), which means some households that would have received, say, an 85% reduction under means-testing now get 75%
  • Flat non-dependant deduction: the old multi-tiered income-based scale became a flat £5.00 per week, subject to the current scheme's exemptions. Whether this increases or reduces a household's deduction depends on its previous rate and whether an exemption applies

The switch was driven primarily by Universal Credit. Under the old system, every monthly UC fluctuation triggered automated recalculations, new bills, and adjusted direct debits — pushing average new-claim processing times to 29 days and creating financial chaos for claimants. The banded approach absorbs normal income swings within each band, which the council estimates will cut processing times to around 10 days.

What to Do If You Think Relief Is Missing

Transitional relief should appear automatically on your revised demand notice — look for it as a separate line item alongside your CTR discount. If your April 2026 bill seems higher than expected and you were on the old scheme, check whether transitional relief has been applied. If it hasn't, contact the council tax team at [email protected] with your account reference and previous award details.

Your eligibility depends on whether you were receiving CTR on 31 March 2026, your capital, and the calculated loss under the new scheme. You can request a written breakdown of your income band calculation under Section 16 of the Local Government Finance Act 1992 within one month of the decision notice.
