How Much Council Tax Reduction Will I Get in Bristol?
Bristol's Council Tax Reduction scheme can cover anywhere from a few pounds a week to your entire council tax bill. The actual amount depends on a straightforward formula, but the inputs — your income, your household composition, your savings — make each case different.
The Core Formula
Bristol uses a means-tested model with a 20% income taper. Here's how it works step by step:
- Start with your net weekly council tax liability. That's your annual bill (after any statutory discounts like the 25% single person discount) divided by 52.
- Calculate your applicable amount. This is your personal allowance plus any premiums — disability, carer, lone parent, family. It represents what the scheme considers you need for basic living.
- Calculate your net weekly income. For employed earners, take gross pay and subtract Income Tax, National Insurance, and 50% of pension contributions. Average over the five weeks before your claim.
- Compare income to applicable amount. If your income is at or below your applicable amount, you get the maximum award — up to 100% of your net liability.
- Apply the 20% taper. If your income exceeds your applicable amount, multiply the excess by 20%. That's the weekly reduction to your award.
- Subtract non-dependant deductions. If other working adults live with you, a fixed weekly amount is deducted for each one.
The formula: CTR = net weekly liability − (20% × excess income) − non-dependant deductions
Can You Get 100%?
Yes. Bristol allows up to 100% reduction for working-age claimants whose income doesn't exceed their applicable amount. There is no mandatory minimum payment — unlike some neighbouring councils that require everyone to pay at least 20% or 25%, Bristol can reduce your bill to zero.
This is one of the more generous positions among English local authorities. If you're on maximum Universal Credit with minimal earnings, you'll likely qualify for full CTR.
The Tariff Income Trap
Savings between £6,000 and £16,000 generate "tariff income" — £1 per week for every £250 (or part of £250) above the £6,000 threshold. This notional income is added to your real income before the taper is applied.
If you have £10,000 in savings, that's £16 per week of tariff income added to your assessment, even if you never withdraw a penny. At the 20% taper rate, that £16 reduces your weekly CTR by £3.20. Not catastrophic, but it adds up over a year.
For most working-age claims, savings above £16,000 disqualify you from the main scheme; exceptions include people receiving the Guarantee Credit element of Pension Credit and people applying only for Second Adult Rebate.

Worked Examples
Single person, Band B property, earning £140/week net:
- Net weekly liability after 25% SPD: £35.00
- Applicable amount: £90.00
- Excess income: £140 − £90 = £50.00
- Taper: 20% × £50 = £10.00
- Weekly CTR: £25.00 (pays £10.00/week)
Single UC claimant, Band A property, maximum UC award:
- Net weekly liability after 25% SPD: £26.00
- Income within applicable amount
- Taper: £0
- Weekly CTR: £26.00 (pays nothing)
Couple with working adult son earning £300/week:
- Gross weekly liability: £46.00
- Couple's income equals applicable amount (no taper)
- Non-dependant deduction for son in £279–£485 bracket: £15.95/week
- Weekly CTR: £30.05 (pays £15.95/week)
How to Estimate Your Award
Multiply your annual council tax bill (after discounts) by the fraction that CTR covers. If the formula above gives you a weekly award of £25 on a £35 weekly liability, that's roughly 71% reduction. Your revised annual bill would be about £520 instead of £1,820.
