Aylesbury, High Wycombe and Former District Council Tax Reduction: Where to Apply Now
If you're searching for council tax reduction under your old district name — Aylesbury Vale, Wycombe, Chiltern, or South Bucks — you won't find a separate scheme any more. Those four district councils merged into a single unitary authority, Buckinghamshire Council, on 1 April 2020. Since then, there's been one council tax reduction scheme covering the entire county, and from April 2026 it runs on a completely new income-banded model.
What Changed and Why It Matters
Before the merger, each district administered its own local council tax support scheme. Aylesbury Vale had different income thresholds from Wycombe, which had different rules from Chiltern and South Bucks. That's all gone. Whether you live in Aylesbury town centre, High Wycombe, Chesham, Amersham, Burnham, Buckingham, or any of the surrounding villages, you apply to the same place and your claim is assessed against the same income band grid.
The 2026/27 scheme replaced the old means-tested calculation with five discount bands — 100%, 75%, 50%, 25% and 0% — based on your household type and net weekly income. A single person with net countable weekly income up to £125.00 gets a full 100% reduction. A couple with two or more children can have net countable weekly income up to £350.00 and still qualify for the same. Working-age claimants with capital of £6,000 or more do not qualify under the standard scheme.
Where to Apply
The online application route is the Buckinghamshire Council website — there's no separate Aylesbury or Wycombe portal. Navigate to Home → Council Tax → Get Help Paying Your Council Tax → Apply for Council Tax Reduction. The online form covers both council tax reduction and housing benefit if you need both.
If you're digitally excluded or need help completing the form, you can call the Buckinghamshire Council customer services team to do it over the phone, or visit a council access point in person.
If You Had an Old Claim, Check Your Current Award
The shift to income banding in April 2026 changed how working-age claims are assessed. Some households that qualified under the old means test don't qualify under the new bands — particularly those with capital between £6,000 and £16,000, since the old £16,000 capital limit dropped to £6,000.
If your award changed significantly, check whether you're receiving transitional relief. Buckinghamshire Council built in a three-year protection: claimants who were receiving CTR on 31 March 2026, have capital of £6,000 or less, and whose new award is more than £10.00 per week lower receive the calculated relief in full in 2026/27, half of the Year 1 relief in 2027/28, and none in 2028/29.

Key Differences from the Old District Schemes
The biggest structural changes affect how income is assessed:
- Flat earnings disregard: everyone gets £25.00 per week deducted from net earnings, replacing the old variable disregards that differed by household type
- Flat non-dependant deduction: £5.00 per week per non-dependant adult in the household, replacing the old multi-tiered scale based on non-dependant income
- Binary capital test: capital of £6,000 or more means disqualification from the standard working-age scheme — no taper, no tariff income
- Passported protection: if you receive Income Support, income-based JSA, or income-related ESA, you go straight into Band 1 (100% discount) regardless of other income
The scheme is purely local to Buckinghamshire. Milton Keynes sits right next door but operates its own separate scheme with different rules entirely.
The Buckinghamshire Council Tax Reduction guide covers the full income band grid, worked examples, and every step of the application process for residents across all former districts.
