ACT Rates Help for Self-Funded Retirees Without a Pension Card

No Pension Card Doesn't Mean No Help

The ACT pensioner rates rebate requires a Pensioner Concession Card or DVA Veteran Gold Card. If you're a self-funded retiree drawing down super without a Centrelink pension, you don't qualify for the rebate. A Commonwealth Seniors Health Card, Health Care Card, or ACT Seniors Card won't get you through the door either.

But that's the rebate. The ACT has a separate scheme specifically designed for people in your situation.

The Aged 65+ Rates Deferral

Under section 46 of the Rates Act 2004, homeowners aged 65 or older can defer their entire rates bill regardless of pension or income status. The requirements are:

  • Age: 65 or older
  • Residence: the property must be your principal place of residence
  • Equity: you must hold at least 75% equity in the property

There is no income test. No means test. No concession card. The 75% equity threshold is the only financial criterion.

Calculating Your Equity

Equity = (property value − outstanding mortgages and charges) ÷ property value.

For a property valued at $1,200,000 with a $250,000 mortgage:

($1,200,000 − $250,000) ÷ $1,200,000 = 79.2%

That qualifies. If the mortgage were $350,000, equity would be 70.8% — below the threshold. You'd need to pay down the mortgage or wait for property values to lift your equity ratio above 75%.

The ACT Revenue Office may require a recent mortgage statement or letter of discharge as evidence. If a commercial mortgage is registered on title, they may also need written consent from the lender.

What Deferral Gives You

Your annual rates bill is converted into a debt secured against the property. It accrues simple interest at a concessional rate tied to the RBA's 90-day Bank Accepted Bill rate, updated every January and July.

You don't make any payments while living in the home. The accumulated balance (principal plus interest) is settled when you sell, transfer the title, or your estate handles it after death.

This is a different proposition from the rebate. The rebate permanently reduces your bill. Deferral postpones it. You're trading future equity for current cash flow.

What About DVA Cards and Disability Support Pension?

If you hold a DVA Veteran Gold Card — issued to totally and permanently incapacitated veterans, war widows, and eligible veterans — you qualify for the full pensioner rates rebate ($750 cap + $133 PFESL rebate), not just deferral. The Gold Card is treated identically to a Pensioner Concession Card for ACT rates purposes.

If you receive a Disability Support Pension with a Pensioner Concession Card, you also qualify for the full rebate. The type of pension doesn't matter — Age Pension, Disability Support Pension, DVA pension — what matters is the card.

Self-funded retirees who believe they might qualify for a part Age Pension (the assets and income tests have changed in recent years) should check with Services Australia before settling for deferral only. Even a part pension comes with a Pensioner Concession Card, which unlocks the rebate on top of deferral.

How to Apply

Submit the Rates Deferral (Aged) Application Form to the ACT Revenue Office. You can do this online through an ACT Digital Account or request a paper form from Access Canberra.

You'll need:

  • Proof of age (passport, driver's licence)
  • Your 10-digit Rates Account Number
  • Evidence of at least 75% property equity (mortgage statement or discharge letter)

Once approved, the deferral continues automatically each year unless your equity drops below 75% or you stop living in the property.

The ACT Rates Rebate and Deferral Guide covers both the rebate and deferral pathways with worksheets designed for exactly this situation — working out which scheme applies to you and projecting the long-term cost of deferral.
